COLLABORATING INSTITUTIONS
DESCRIPTION
Our study is primarily concerned with identifying and analysing the actors in this process, and gauging how and with what effect each one intervenes. A parallel study will examine the gains and losses these changes imply for different types of legislation (primary law, derived law, budget approval, and the negotiation and adoption of international agreements). A second analysis criterion relates to the different stages or points involved in the projected legislating procedures (initiative, consultation, deliberation and decision). The combination of these two criteria (actors and procedures) will allow a rigorous analysis of the weight each institution and agency exerts in the legislative production process, and how the Union manages to reconcile varied interests.
