The hypothesis to be tested is whether effective healthcare delivery is compatible with the presence of significant pockets of marginal inefficiency, and with a lack of effective care to persons able to benefit medically from the same. This will entail identifying the gaps between real effectiveness and theoretical efficacy, as well as calculating the potential benefits lost through the deficient management of technological innovations. If the project’s baseline hypothesis is borne out, new policy criteria could be derived for the adoption, dissemination and financing of technologies according to their potential contribution to well-being, national competitiveness and the sustainability of the welfare state. Although the study will focus on acute myocardial infarction and lung cancer, the results will allow general conclusions to be drawn about the health impact of healthcare provision, with the idea of revisiting the trade-off between efficiency and equity in European healthcare systems.
